Handicap International is an international non-governmental, non-religious, non-political and non-profit making organization specialised in the field of disability. It works alongside people with disabilities, offering them assistance and supporting them in their efforts to become self-reliant.  Since its creation, the organisation has set up programmes in approximately 60 countries worldwide and intervened in many emergency situations.  

Handicap International in Thailand is currently supporting projects along the Thailand - Burma border focusing on the following:

·         Rehabilitation Project: provision of functional rehabilitation services for persons with disabilities or impairments in 5 temporary shelters (Tak and Mae Hong Son provinces)

·         Disability and Social Inclusion Project: Social inclusion of People with Disabilities and mainstreaming disability into humanitarian.

·         Mine Risk Education Project: raising awareness activities on the risk of mines and explosive remnants of war are implemented in 9 temporary shelters (Tak, Mae Hong Son, Ratchaburi and Kanchanabui province)

·         Growing Together Project : in 5 temporary shelters (Tak and Mae Hong Son provinces) focusing on enabling vulnerable children including children with disabilities, to develop their full potential on an equal basis with other children and acquire fundamental educational and social skills, as well as support to their family members and/or caregivers

1. Based of work Mae Sot, Thailand. Working area is  all camps, provinces along Thai-Myanmar Boader.

2. Contract type / period of contract FDC (fixed Duration Contract, Local contract)

3. Probation Period Three  months. 

4. Category-level-step: Basic Salary before tax Salary Scale HI Thailand site 2016.

5. Social security Fund (employer part)of the basic salary(from starting date)5% of salary per month   (Max. 750Baht per month)

6. Seniority of each year 2% of salary per year after one year of contract and within the limit of 10  years

MAIN TASKS OF THE INCUMBENT

Under the supervision of the Regional Project Coordinator (based in Mae Sot), and with functional link to the Quality and PME Advisor within the Impact, Monitoring and Evaluation unit in Lyon, the Monitoring, Evaluation, Accountability & Learning (MEAL) regional officer will be responsible for creation of the MEAL framework of the project, through development and implementation of tools, and providing capacity building for HI and partners’ staff in each country of the project implementation, ensuring quality data collection at country level.

While the position is located in Mae Sot (Thailand), it will require regular travel to each of the countries where the project is implemented.

 

RESPOSIBILITIES

Responsibility 1: Establish MEAL management framework, following HI Project Planning, Monitoring & Evaluation Policy and according to HI commitments to its donors and beneficiaries

-       Lead the development and set-up of the project Monitoring & Evaluation framework, in coordination with GT regional coordination team (operational and technical)

-       Develop / update tools for collection and analysis of primary & secondary information project stakeholders (including children)

-       Support the development of Information Management (IM) systems, including quality control mechanisms, to increase accountability from and towards project stakeholders (beneficiaries, operational partners, donor etc.)

-       Help develop and provide quality assurance of data collection systems by HI and partners’ staff

Responsibility 2: Ensure appropriate management of MEAL products

-       Coordinate project baseline assessments, quarterly, bi-annual, mid-term reviews, as well as monitoring missions or project evaluations

-       Support the production of Information Management products, including situation analytical reports, assessment reports, country project monitoring monthly information sheets

-       Contribute to the production of internal, donor and external reporting

-       Ensure appropriate diffusion of MEAL products internally and externally, in liaison with regional project coordinator

 

Responsibility 3: Guarantee that Learning and Institutional Knowledge Building is disseminated within HI network and externally

-       Initiate and coordinate Information sharing and Lessons Learning processes at country level, and compile the information at regional level

-       Provide technical support to mission staff involved in the lesson learning component

-       Ensure lessons learning processes and outcomes are included at all steps of the project management cycle

-       Ensure that innovative experience and lessons learnt are shared within HI network and promoted in external reporting

Responsibility 4: MEAL support to country teams

-       Provide training and MEAL-related technical support to the project country teams and partners

Responsibility 5: Representation / coordination: represent HI and promote MEAL unit

-       Promote the organisation's mandate and positioning towards partners and stakeholders

-       Ensure coordination with existing data collection & MEAL systems used by HI within the Asia Desk and HQ

-       Participate in organisation of internal and external events (team meeting, seminars, workshops, conferences)

-       Participate and support HQ/regional support missions

คุณสมบัติของผู้สมัคร

PROFILED REQUIRED

-       University degree in information management, international development or related field

-       A minimum of three (3) years of experience in the field of information management, M&E, assessment system in the humanitarian or development sector

-       Extensive experience of implementing information management & MEAL systems for end users, and the technical knowledge in the development of such systems

-       Knowledge and expertise in Mobile Data Collection (computerised data collection programs)

-       Knowledge on child development is a plus

-       Strong analytical skills and ability to handle complex issues

-       Well organized and ability to plan work accordingly

-       Fluency in English, written and spoken

-       Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization. Prior experience in remote management.
